Kochi Metro to invite EoI for extension of project

(KMRL) will invite expression of interest(EoI) for conducting a feasibility study for extending the project to Angamaly, Kakkanad and to Mattanchery/Fort Kochi. This will be done in subsequent phases of expansion of the metro. The first leg will be of 26 km, connecting Aluva to Thripunithura (Petta).   
The KMRL board has decided to explore the possibility of extending the line to the western part of the city, Mattanchery/Fort Kochi, which is the most populated area. Extension of the metro corridor to Angamaly would involve additional  13 km and to Kakkanad around 10 km  while extensions to Mattanchery/ Fort Kochi would involve a distance of around 12 km.
There is already pressure from the public to extend the line to Angamaly, which is  north of Cochin International Airport, and to Kakkanad, which houses the civil station and is also the location for SEZ industrial units, Infopark as well as the proposed Smart City. 
The board has also decided to invite EoI for conducting a social impact assessment and for preparing a resettlement and rehabilitation (R&R) plan for the project. This is important in the light protests against land acquisition for various projects in the vicinity of the city. It may be noted that the agitation of the people of Moolampilly is still on.
In 2005, an Environment Impact Assessment was conducted for the project by the School of Environmental Studies, Cochin University of Science and Technology as part of the detailed project report.  This however, contained a brief social impact assessment and a comprehensive assessment is required on the basis of the present metro corridor, which would form the basis for R&R plan.
The board constituted  a subcommittee to  negotiate and prepare the draft contractual agreement with DMRC. The subcommittee will be chaired by KMRL managing director Elias George and includes SK Lohia, DD Pahunja and VP Joy.     
Apart from the main funding for the project, the board also decided to explore options of supplementary funding for specified components of the project. Ut will also explore the possibility of getting financial assistance from agencies other than the Japan International Co-operation Agency.

The metro construction works have become active in Aluva with the beginning of the test piling at Pulinchode in the first reach between Aluva and Kalamassery.
“We’ve doing the works in small stretches after barricading the site so that traffic would be affected to the minimum. The second and third pillars at the first reach would be set up at the Aluva service Road and the Aluva station area respectively next week,” metro sources said.
The traditional pooja and test piling at Pulinchoodu was held on Friday morning. DMRC project director P Sriram, Chief Executive Shaji Sakria and officials of the contractor L & T were present on the occasion.
The viaduct will pass through the sides and middle of the NH-47.
Meanwhile, the feasibility study for the 2nd phase has begun with the contractor Rail India Technical And Economic Services (Rites Ltd) starting the process.
“Four different groups have been formed to do the feasibility study on the proposed expansion of the metro network to Kakkanad, Angamaly and the western suburbs of the city.
The process will be completed in seven months when a detailed blueprint for the second phase will be formed,” they said

Inkel in search of partners for project worth Rs 40 crore at Angamaly

Infrastructures Kerala Ltd (Inkel), a public-private-partnership (PPP) initiative by Kerala government, is looking for a partner to invest in its Rs 40-crore project at its Angamaly campus, said Inkel's managing director T Balakrishnan.
The project is to build a second tower (Tower-2) with a built-up space of 2 lakh to 3 lakh sq ft in two acres of land. The last date for the request for participation in the project is July 31.
One of the primary mandates of Inkel is to attract non-resident Keralites (NRKs) and we are creating assured revenues for the investors in the Angamaly campus," said Balakrishnan.

Inkel last year completed Tower-1 with 2 lakh sq ft space at an investment of Rs 25 crore. For the convenience of the entrepreneurs, the built-up space has been divided into Standard Design Modules (SDM) of 5,000 sq ft size. Taking feedback from the occupants of the first tower, the second tower will have slight modifications in the designs.
While the first tower is meant for light industries and IT, the second tower could be used for broader commercial activities, including back offices of companies, he said.
INKEL has leasehold right on the 5.55 acres of land at its Angamaly campus, which is adjacent to the TELK campus, for 85 years with provision for renewal.

The state government is holding 26% of Inkel stake through various agencies while the remainder is owned by NRKs and banks.

Inkel to construct 2nd tower at Angamaly

Encouraged by the demand for built-up space in its first tower, Inkel Ltd is going ahead with the construction of the second tower at Angamaly.
The company has invited request for participation (RFP) from reputed investors/developers/companies/ individuals under a developer agreement.
The proposed Inkel Tower-2 building in 2.45 acres will have all the modern facilities to enable prospective clients/tenants to start their business without further investments.
Its Tower-1 (2 lakh sq ft) on almost 3 acres is operational. The project is receiving enquiries from the business community. Hence the company proposes to construct the second tower in the remaining land with private participation.
According to Inkel officials, the project offers an excellent investment opportunity for the discerning investors. It is envisaged as a hassle-free hub with support facilities such as electricity, water, parking etc ideal for non-polluting enterprises /services to start their business.
This concept is based on the analysis of location, micro and macro socio-economics, social desirability, demand for space for various sectors and services.
The project site will have a dedicated approach road being laid to the site from NH 47. The railway station is only 700 metres from the site.
Inkel and KSIDC have around 50 acres adjacent to TELK Angamaly and Champannoor Industrial Area in Angamaly, which is being planned as an integrated development, which will make this area a preferred investment destination, officials said.
The last date for the submission of RFP documents is July 31.

Extension of Metro Rail to Angamaly sought

At a time when Angamaly is experiencing severe traffic conjunction,   residents feel that the Kochi Metro Rail extension and the proposed bypass  in the region would ease the situation. Since MC Road and NH-47 coincides at Angamaly, people feel that it is high time to think about creating a solutions for the menace.
It is learnt that as many as 5,000 season ticket holders use the train  facility from Angamaly to go mainly to Ernakulam and Thrissur regions on a daily basis. People from Malayattoor, Kalady, Manjapra, Karukutty, Ayyampuzha, Chengamanad, Kurumasserry and Koratty are depending on Angamaly Railway Station. C K Varghese, chairman, Angamaly Municipality said Kochi Metro extension to   Angamaly and the proposed bypass from Karayamparambu to TELK premises would prove a boon for the region.
“The Angamaly Municipality has submitted a proposal at the initial stages of   Kochi Metro for the inclusion of Angamaly. Now it is learnt that in the  second phase of Kochi Metro, areas like Cochin International Airport and Angamaly would be covered. This, along with the completion of bypass, would wipe majority of the traffic off the road,” he added. Paul Varghese, president, Angamaly Merchants Association said since the beginning of Ernakulam is from Angamaly, it should have been included in the initial phase of Kochi metro.
“Since Angamaly is a major city for so many rural areas, the traffic conjunction is a big problem here. If Kochi Metro is extended towards Angamaly, majority of the block could be eased. The place should have been included in the master plan of Ernakulam city as well,” he added. David Pynadath, president, Karukutty Railway Users Association said that Angamaly railway station has the largest number of season ticket holders in the southern zone.
“Vehicles from Kottayam and Ernakulam regions converge at Angamaly causing conjunction here. Since there is no immediate remedy for the problem, Kochi Metro extension and bypass are the panacea. If grows at this level, the number of vehicles in the region will increase by at least 60 per cent in five years,” he added.
KMRL managing director Elias George said a survey to extend Kochi Metro to Angamaly will be carried out soon.

No sign of proposed bypass in Angamaly

Though viewed as a panacea for the traffic woes, the proposed bypass in Angamaly may not become a reality in the near future, thanks to the delay in submitting the detailed project report (DPR).
 KITCO Ltd is preparing the report as entrusted by the Roads and Bridges Development Corporation. The decision in this regard was taken at a meeting  convened by Works Minister V K Ebrahim Kunju in April last year. It is learnt that the bypass will be from Angadikkadavu railway level-cross parallel to the existing railway lines to TELK premises, near the private bus stand. Earlier, the Public Works Department (PWD) decided to construct the Angamaly bypass on public private partnership (PPP) mode. Roads and Bridges Development Corporation was entrusted with the task of preparing an alignment and supervising the procedures associated with the construction.
Angamaly Municipal chairman C K Varghese said  the bypass project is crucial to a fast developing place like Angamaly.
“Since MC Road and NH-47 meet at Angamaly it is high time the traffic menace was resolved. In the initial study, it was found that land acquisition was going to be a key issue in realising the project. Now a consensus has been reached among residents to welcome the move,” he said.
But Roads and Bridges Development Corporation Managing Director Mohammed Hanish hinted that the project would be delayed.
“We are yet to receive the project report. Without the report nothing can be done,” he said.
Paul Varghese, president, Angamaly Merchants Association, said since Ernakulam District starts with Angamaly where the traffic problem is escalating by the day, an alternative arrangement like bypass is necessary.
“Since Angamaly is a major hub for so many rural areas, the traffic congestion is a big problem here. Vehicles from Kottayam and Ernakulam regions converge at Angamaly causing congestion. The only remedy at hand is constructing a bypass. At this rate, the number of vehicles in the region will increase by at least 60 per cent in five years’ time. The place should have been included in the master plan of Ernakulam city,” he said.
